The game begins with Murphy Pendleton, a convicted prisoner being transported to another prison. During the journey, the prison bus crashes near the foggy town of Silent Hill, allowing Murphy to escape into the abandoned town. However, Silent Hill is not an ordinary place—it manifests the fears, guilt, and hidden truths of those who enter it. As Murphy explores the town, he encounters strange characters such as a radio DJ broadcasting from the fog and a mysterious postman, while also fighting terrifying creatures that represent his inner guilt. At the same time, a corrections officer named Anne Cunningham is hunting him down, believing Murphy is responsible for her father’s death.

Through flashbacks and visions, Murphy’s past is slowly revealed. His young son Charlie was murdered by a man named Patrick Napier. Seeking revenge, Murphy made a deal with a corrupt prison guard to get access to Napier and brutally killed him in prison.
